When you upgraded the system to Sierra the only version of iPhoto that will work is iPhoto 9.6.1. However, in order to obtain that version you must have downloaded some version of iPhoto 9 from the App Store prior to the system upgrade.
Updating from an Older Version In case you are using an older version of the OSX, will first have to update to a later one. For those running on the OS X Leopard on a system that supports macOS Sierra, the first thing that you have to do is update it to OS X Snow Leopard.

One question often asked: Will I lose my Photos if I reinstall?
iPhoto the application and the iPhoto Library are two different parts of the iPhoto programme. So, reinstalling the app should not affect the Library. BUT you should always have a back up before doing this kind of work. Always.
NOTE: the key to this procedure is to move the existing version of iPhoto 9 to the Trash bin in the Dock (don't empty yet) before going to the App Store.
